What is a Phase I Environmental Site Assessment?
The need for a Phase I Environmental Site Assessment came about after years of the poor handling of hazardous materials, hazardous waste and petroleum products. Whether these practices were intentional or not, this behavior by both large and small business, as well as, individuals prompted the Environmental Protection Agency (EPA) to develop laws to clean up contaminated areas and prevent future pollution. Current and previous owners of contaminated land were held responsible for the costs associated with the clean up even if they were not responsible for the contamination. They owned the land therefore they owned the contamination. Eventually laws were established to protect those purchasing land. This included the Innocent Landowner Defense. The purchaser must show that they had no reason to know by having undertaken "all appropriate inquiry" into the previous ownership and use of the property to qualify as an innocent landowner. The "all appropriate inquiry" is the Phase I Environmental Site Assessment. This assessment evaluates recognized environmental conditions that are visible upon site observations and from readily available information.

Geotechnical Engineering
Carolina Consulting Engineers (CCE) specializes in Geotechnical Engineering. Our Engineers are unsurpassed in this field which allows us to provide expert service in a timely and cost effective manner. CCE maintains in-house drilling services which allows us to assure the quality of our work and that the services are delivered when they are needed. One of the many things that separate us from other engineering firms is that our professional engineers actually conduct the majority of our drilling operations. What is a Soil Test?
Most people who do not deal daily with the terms and practices associated with Geotechnical Engineering may be confused about the different tests that are available. A Geotechnical exploration, mostly referred to as a Soil Test, will entail a large drill rig mobilized to the site and soil samples taken at incrementally usually up to a depth of around 40 feet. These soil samples are then classified by a geotechnical engineer. These samples allow the engineer to design foundations and make recommendations for the subject site. These recommendations are then communicated in the form of a "geotech report". The "geotech report" also tells you the soil bearing pressure for the site which is usually required by the building official and often mistakenly assumed. If you are building a house from scratch of adding additions you are more than likely looking for a "geotech" report.
Geotechnical Engineering

Other terms associated with Geotechnical Engineering are Density Tests or "compaction tests" and Hand Auger & Penetrometer Tests (A&P). A Density Test is conducted after the geotech report is issued and fill material has been placed on the site. These tests evaluate the placement of the fill material to assure the contractor has compacted the fill properly. The compacted fill supports the building's foundation and concrete slab. The A&P is a smaller version of the previously described geotech. Soils are excavated to depths up to six feet with hand equipment and the soils are evaluated and classified. These tests usually accompany the testing done with the drill rig. Test will also be conducted on footings (area dug in the ground that will bare the load of the house) to assure that the soil is ready for concrete and to verify that the soils observed in the footing excavations are similar to those that the initial recommendations were based on. In a geotech report done by Carolina Consulting Engineers, Inc. the Density Testing and A&P are included. This means that after we issue the geotech report, after the fill has been placed and footings are dug, you or your builder will contact us and we will come back to the site to test these areas.
